PEMBROKE — “Persistence paid off” when it came to the town of Pembroke finding the money to pay for improvements and beautification of the downtown area.

That was the message for local, state and federal officials who gathered Friday in Pembroke Town Hall to publicly announce, and sing the praises of, the $5.2 million grant the town has been awarded to fund the creation of a new downtown. The money is part of the Trump administration’s $1 billion investment in American infrastructure through the Better Utilizing Investments to Leverage Development, or BUILD, Transportation Discretionary Grants program.

NEW DELHI: The Delhi High Court on Friday directed unaided private schools and government schools like Kendriya Vidyalayas and others to provide gadgets and internet package to students of the economically weaker section (EWS) to take online classes.

A division bench of Justice Manmohan and Justice Sanjeev Narula, while passing the judgement, clarified that the cost of such gadgets and digital equipments as well as internet package are not a part of tuition fee and have to be provided free of cost to the EWS / DG students by private unaided schools and government schools like Kendriya Vidyalayas.

“The RTE (Right to Education) Act lays down the material foundation for creating equal opportunities for everyone in order to reach the ultimate goal of socio-economic justice. Several senators have filed a bill seeking to set a minimum standard for internet speed in various parts of the Philippines to ensure better connectivity in the midst of the COVID-19 pandemic.

Senate Bill 1831 or the proposed “Better Internet Act,” authored by Senate President Pro Tempore Ralph Recto, Senators Grace Poe, and Manny Pacquiao sets the following minimum download speed that must be delivered by public telecommunications entities and internet service providers to their subscribers:

  • 10 Megabits per second (Mbps) for fixed broadband and 5 Mbps for mobile broadband in highly urbanized cities;
  • 5 Mbps for fixed broadband and 3 Mbps for mobile broadband services in all other cities; and
  • 3 Mbps for fixed broadband and 2 Mbps for mobile broadband services in rural areas.

Providers must be able to comply with these threshold speeds within three years from the proposed measure’s effectivity date.

Surveys underway to determine seat belt use in North Carolina

LUMBERTON — Surveys to determine the official rate of seat belt usage in North Carolina are currently underway in 15 counties, including Robeson.

The North Carolina Governor’s Highway Safety Program is partnering with researchers from N.C. State’s Institute for Transportation Research and Education, who will be conducting roadside surveys now through Oct. 3 at randomly selected sites. Robeson County is one of the 15 counties in the state with the most “unstable” seat belt usage rate that were included in the sample for the annual statewide seat belt use survey. Other counties in the top 15 are Mecklenburg, Pender, Sampson, Columbus, Alamance, Buncombe, Catawba, Cleveland, Durham, Forsyth, Guilford, Nash, Wake and Wilkes.

Results from the surveys are necessary to qualify for federal seat belt incentive grants. The federal money is used to fund initiatives that support the elimination of preventable roadway deaths across North Carolina.

Metro Manila (CNN Philippines, September 17) — Senator Imee Marcos on Thursday urged the Bureau of Customs to donate millions of pesos worth of confiscated gadgets such as cellphones and laptops to teachers and students in need of them.

Marcos said the bureau recorded 29.5 tons of such items as of August this year that were just sitting in Customs warehouses due to lack of proper documentation when they can be distributed amid pandemic and make life easier for struggling students and teachers.
